This PR rewrites the operator guidance for failed USDC transfers. For a post-burn Base to Alpaca failure it now says to resume with the bot running, and to settle by hand only when the mint is unresolvable or funds already moved. In that case the bot and its roll timer are stopped, the transfer is reconciled offline before any funds move, and the steps live in one runbook section that the dashboard, board, alerts and CLI help point to. New tests parse every shown command row with the real client and stox parsers.
Overall the text is consistent across its copies and the earlier threads hold. Three minor points remain: a restart in step 2 of the hand settlement can still send funds a second time when the transfer was already settled by hand (the later head b9adaaa already guards this), the SPA shows no row for the resume command it recommends, and step 5 does not name the send command or its unit. Design note for the author: every stop-first rule exists because the BridgingFailed recovery sends without the existing earlier-send scan (send_unless_an_unrecorded_send_landed). Fixing that in the bot would let most of this procedure go. This review covers commit b95b073.

The PR consolidates USDC recovery guidance, clarifies stopped-bot settlement, and checks shown command rows against the real CLI parsers. The resolved restart and partial-conversion fixes hold at this commit. Two minor guidance inconsistencies remain; no confirmed merge-blocking defects were found. Review was static; tests and VM procedures were not executed.

This PR rewrites the operator recovery text for USDC transfers, mostly a Base to Alpaca bridge that failed after its CCTP burn. The text now says to keep the bot running and run resume-usdc base-to-alpaca in the usual case. Only when the mint was reported unresolvable, or funds were already moved by hand, does it send the operator to one runbook section that stops the bot and reconciles offline before any funds move. The SPA, board, alert descriptions, log line and CLI help point to that section. The PR also adds a section on running the offline CLI on GCP, plus tests that parse every command row the SPA and the board show with the real client and stox parsers.
Overall read: the procedure holds up. The panel traced the hand-settlement steps against the bot code (startup re-arm, continue_from_bridged_fresh, the offline reconcile's refusals) and found no step that leads to a double send when the text is followed. The parse fixtures are kept current by the dashboard build (a stale snapshot fails it, and a missing file breaks include_str!). No new business-sensitive data was added to this public repo. Three small items remain: step 5 gives no amount source when the mint already landed, the new Resume row does not say it is only for BridgingFailed, and the generic --kind usdc steps still read as send-then-reconcile for Base to Alpaca. The real fix for most of this text is the bot change already tracked in RAI-3155. Nobody has run the offline GCP procedure on a VM yet, so a staging run before anyone relies on it in production would be worth it.

This PR rewrites the operator recovery text for a USDC transfer that fails after its CCTP burn. The usual path is now to resume it with the bot running. Hand settlement now lives in one runbook section, "Settling a post-burn Base to Alpaca failure by hand", which says to stop the bot first, check for in-flight sends, reconcile, and only then move funds. The PR also adds a GCP recipe to run the offline stox CLI, scopes the alert descriptions, the alert_unresolvable_mint log line and the CLI help to each direction, and adds tests that parse every command row the SPA and the board show with the real clap parsers of both CLIs.
Overall the text and the code agree, and the earlier review rounds were addressed. No lane found a way to lose funds. The one high-severity candidate (queued transactions behind a nonce gap in step 2) was rejected by both verifiers: a queued bot transaction does only what the bot recorded, and step 2 already stops for a saved send. What remains are small inconsistencies in the operator text: the new Resume row does not apply to deposit or conversion failures, the hand-settlement steps have two gaps between steps 3, 4 and 5 and do not say how to restart the units, and the client fail-usdc-transfer help gives the stop-first rule for the wrong AlpacaToBase state.

This PR rewrites the operator guidance for failed USDC transfers. It adds no bot behavior. A Base to Alpaca bridge that failed after its burn now points to resume-usdc first. When that does not apply, the guidance points to one runbook section that settles the transfer by hand with the bot stopped and reconciles it before any funds move, so the bot's startup recovery cannot send the USDC a second time. The SPA, the Grafana board, the recovery guide, two alert descriptions, the CLI help and the unresolvable-mint log line all point to that section. A new snapshot test writes every shown client and offline stox command to testdata, and both Rust crates parse those commands with their real clap parsers in both environments. The manager.rs change only rewords an alert log line and its tests.
Overall read: the procedure is careful, and the 70 earlier threads are all resolved. I found no blocker. I checked the new commands against the CLI definitions (alpaca-deposit -a, alpaca-convert -d to-usd -a, resume-usdc, the reconcile reasons) and they match. Two minor gaps remain in the hand settlement steps: the wallet check skips transactions queued behind a nonce gap, and the conversion step does not make sure an earlier conversion order has stopped. A claim that the GCP offline section still discloses private deployment layout was checked and dropped: the base version of the same file already publishes the instance names, container paths and database mount, and the earlier fix holds.

Part of RAI-3132.
An operator who follows the recovery text could still settle a transfer twice, or pick a command the client no longer parses. The text now gives the missing steps, and a test parses every shown command row with the real client and
stoxparsers.Live effect: operator guidance and two alert descriptions, no bot behavior · Risk: medium (hand settlement while the bot's own recovery could run, and an offline procedure nobody ran on a VM) · Ships: runbook on merge, board and alert text when the

resume-usdc base-to-alpaca, which re-polls Circle, then mints and sends. Otherwise the hand settlement stops the bot and its roll timer, waits for no pending transaction, mints offline if needed, checks Alpaca for a credit or partial conversion, and runs the offline reconcile before any funds move, so a refusal shows the recovery moved the transfer on before anything was sent. The steps live in one runbook section, "Settling a post-burn Base to Alpaca failure by hand". The SPA, board, guide, alert descriptions and CLI help point to it instead of keeping copies that drift.docker execneeds the bot running. The runbook says to stop the workload, not the VM, run the CLI in a one-off container of the composebotservice, and points to the private t0.devops runbook for the unit names and paths. cli-ops.mdstox fail-usdc-transferandstox cctp complete-mintappear only in prose and the runbook, so they are not parsed. It does not prove the recovery step is right.Risks
