Minor · Functional Correctness · Quick win

Give an interrupted wait precedence over run completion.

If Ctrl-C sets waiter.left during startup polling and the connector finishes before the next read, report uses the run outcome instead of exit code 3. waitForEnd has the same ordering when completion appears after the announcement. Check waiter.left first in both places so a received Ctrl-C reports “stopped waiting.”

Review comment at @packages/cli/src/commands/exec.ts around lines 396 - 397:
Update waitForEnd and report to check waiter.left before handling a completed
run, so an interrupted wait reports “stopped waiting” with exit code 3 even if
completion is observed at the same time. Preserve the existing completion and
polling behavior when no interruption has been received.
