fix(cli): arm rig exec --wait's Ctrl-C before announcing the run - #2601
rig exec run --wait is documented to exit 3 when you stop waiting with Ctrl-C, with the detached run going on. But it installed its own Ctrl-C listener only when it began polling, which was after it had printed that the run had started.
A Ctrl-C landing between those two moments met the default action instead. The CLI was killed by the signal, with no exit code. The run itself was never affected, because its connector is in its own session.
The test that sends the Ctrl-C on that printed line hit this once in CI under load, on an unrelated PR: expected null to be 3.
The change
Arming the wait:--wait arms its Ctrl-C listener before the CLI says anything about the run, on all three paths:
a fresh start;
a run the row already has;
a caller that lost the claim to another.
For a fresh start, it's armed right after the connector is spawned. So a Ctrl-C during the start window also only stops the wait.
Disarming: the listener is removed when the command finishes reporting.
A test seam:afterAnnounce runs right after the CLI announces the run, standing in for a process descheduled there.
Tests
A new case stalls the CLI for 1.5 s right after the announcement and sends the Ctrl-C to the whole process group into that stall. It expects exit 3, the "stopped waiting" line, and the run going on to complete.
Against main's waiter (main plus only the seam), the new case fails exactly as CI did: expected null to be 3.
With the fix: the typecheck is clean, and 43 of 43 tests pass across the exec, ACP connector, cancel and lazy-program files. Both Ctrl-C cases also passed five more runs.
Not separately tested: a Ctrl-C during the start window, before the run is announced. It goes through the same armed listener.
Pressing Ctrl-C while waiting for a run now stops the wait without stopping the detached run. This also applies while a run is starting or when another caller has already claimed it.
rig exec run --wait installed its own Ctrl-C listener only when it began
polling, after printing that the run had started. A Ctrl-C landing in
between met the default action and killed the CLI with no exit code,
instead of stopping the wait with exit 3 as documented; the detached
run itself was never affected. A test that sends the Ctrl-C on that
printed line failed this way once under CI load.
The wait is now armed before the CLI says anything about the run, on all
three paths (a fresh start, a run the row already has, and a caller that
lost the claim), and for a fresh start right after the connector is
spawned, so a Ctrl-C from then on only stops the wait. A test seam stalls
the CLI right after it announces the run, and the new case sends the
Ctrl-C into that stall; it failed the same way before this change.
The exec command now handles SIGINT during startup polling and while waiting for a run to end. It arms the handler before announcing existing and newly started runs. A test verifies that interrupting the wait does not stop the detached run.

Summary
Waiter lifecycle and command flow packages/cli/src/commands/exec.ts
The command arms a waiter before announcing an existing or new run. Startup polling and run waiting stop when SIGINT triggers the waiter. The handler is removed after reporting.
Post-announcement interruption test packages/cli/test/fixtures/exec-cli-runner.ts, packages/cli/test/exec.test.ts
The test fixture can stall after announcing a run. The test sends SIGINT during the stall and checks that waiting stops while the run completes. Test setup also clears inherited OPENRIG_EXEC_CONNECTOR unless explicitly supplied.
mvschwarz/openrig#2597: Adds rig exec run --wait and its detached connector, which this change updates to handle Ctrl-C timing.

Minor · Functional Correctness · Quick win
Give an interrupted wait precedence over run completion.
If Ctrl-C sets waiter.left during startup polling and the connector finishes before the next read, report uses the run outcome instead of exit code 3. waitForEnd has the same ordering when completion appears after the announcement. Check waiter.left first in both places so a received Ctrl-C reports “stopped waiting.”

Approved at 0b36e14. rig exec run --wait now arms its Ctrl-C handling before it says anything about the run, on all three paths, so a Ctrl-C from then on only stops the wait (exit 3) and the detached run goes on. Required CI passes at this head.
