feat: deliver Haskell dispatch verdicts

Adds origin-aware Haskell job workers that deliver sealed success and failure verdicts before acknowledging or rejecting engine-owned jobs. Encodes each job's single origin in the type system, provides a store-backed origin port, absorbs duplicate verdicts through an explicit no-event effect, and reports dangling exhausted dispatches through an injected policy. Verified against the real Rust engine with GHC 9.14.1 and the full prek suite.

Closes #76.
