docs: update notification settings documentation for member join notifications

Updates documentation to reflect that the "member joined" notification setting has moved from organization settings to individual user account settings (per PR #52643).

1. contents/docs/settings/organizations.mdx

   • Updated the "Notifications" section to clarify that users control member join notifications from their account settings, not organization settings
   • Added link to the account settings documentation

2. contents/docs/settings/account-settings.mdx

   • Expanded the "Notifications" section to list the available notification types
   • Added documentation for the "New member joined" notification with per-organization control
   • Added documentation for the "Weekly project digest" notification with per-project control
