What

Reverts the remaining CI workflow changes included in #716. Restores .github/workflows/commitlint.yml and .github/workflows/package-portability.yml exactly to their versions before that PR.

Why

The workflow changes were bundled with VGR and were not intended as a separate CI policy change. #1011 removed VGR and reverted the Python test workflow change, but left these two workflow changes in place.

Notes for reviewers

The commitlint workflow returns to wagoid/commitlint-github-action@v6; the manylinux build returns to its previous toolchain setup. The existing commitlint configuration is unchanged. Earlier runs rejected the old action under NVIDIA's Actions policy, so this rollback does not resolve that pre-existing failure. A separate, explicitly approved CI change should address the action policy and commit-title requirements.

Adds the requested PR-preparation skill requiring separate user confirmation before CI edits and a review of the complete PR diff for unintended CI changes.

Validation: both workflow files match their pre-#716 contents exactly and parse as YAML; the skill validator and whitespace checks pass. Hosted workflow jobs were not run locally.

Summary by CodeRabbit

  • Documentation
    • Added guidance for reviewing complete pull request changes, including uncommitted and untracked files. CI changes now require specific confirmation, separate review of existing changes, and validation before presenting a pull request.
  • Chores
    • Updated commit message validation and adjusted the Rust toolchain setup used for package portability builds.

Handle the mutable action reference in a separate approved CI change.

wagoid/commitlint-github-action@v6 is newly introduced relative to the PR base. A moved tag can change the third-party code executed by this workflow. The workflow exposes only read access to repository contents and pull requests, so the reachable impact is limited to the commitlint job and data available through those permissions.

This PR restores the pre-#716 workflow exactly. Do not change the reference here. In the separate CI-policy change, replace @v6 with a verified full commit SHA and retain the version in a comment.

NVIDIA GitHub Actions policy allowed actions full commit SHA wagoid commitlint-github-action

💡 Result:

Use a **full 40-character commit SHA**, not `@v6` or another tag, if NVIDIA’s GitHub Actions policy requires SHA pinning. The action’s README shows `wagoid/commitlint-github-action@v6` as a usage example, but that tag won’t satisfy a full-SHA requirement. ([github.com](https://github.com/wagoid/commitlint-github-action?utm_source=openai))

The repository history lists **v6.2.1** at abbreviated SHA `b948419`; the source I found doesn’t establish its full SHA, so verify the exact commit before using it. Then reference it as:

```yaml
- uses: wagoid/commitlint-github-action@<verified-40-character-SHA> # v6.2.1
```

Whether NVIDIA’s allowlist permits this specific action depends on the organization’s configured policy; I couldn’t verify NVIDIA’s private or organization-level allowlist. GitHub’s policy can restrict allowed actions by owner/repository and optionally require full-SHA pins. 💡 Result:

PR #1015 says it **restores the previous `commitlint.yml`**, including `wagoid/commitlint-github-action@v6`, and leaves the existing commitlint configuration unchanged. Its author says earlier runs had rejected that action under NVIDIA’s Actions policy, so this rollback **does not fix the policy failure**; a separate, explicitly approved CI change would be needed to address the action policy and commit-title requirements. Is wagoid/commitlint-github-action verified in GitHub Marketplace

💡 Result:

I can confirm that **`wagoid/commitlint-github-action` exists in GitHub Marketplace**, but I couldn’t verify that it has a **Verified creator** badge. GitHub’s Marketplace listing is for a different action, “Validate Commits with Commitlint,” by `joberstein`—not the `wagoid` action. ([github.com](https://github.com/marketplace/actions/validate-commits-with-commitlint?utm_source=openai))

So, based on the sources I found: **Marketplace-verified status for `wagoid/commitlint-github-action` is unconfirmed.**

Citations:

Use an approved commitlint implementation.

The pull_request run rejects wagoid/commitlint-github-action@v6 before any job starts because the NVIDIA Actions policy does not allow it. Pinning the action to a SHA does not change its owner or approval status. Use an approved action, or restore the base workflow’s local Commitlint invocation.
