Search: Adding search to ospo-guide

Problem

ospo-guide is home to 42+ guides so we would like to add search using searchgov to assist users with finding content across our vast collection of guides.

Solution

• Add searchgov variables to site.yaml for configuration
• Add search box to frontend

Result

Search box is now included as part of the top toolbar/ menu.

Test Plan

Only works on prod, will assess once this PR is merged!

Notes on this loop:

• Looks like the API is inactive at the moment according to searchgov dashboard. Thus, it may be best to hold off on merging to prod since search functionality does not work:
