Search: Add search.gov to share-it-act-lp
Problem
We would like to add search using searchgov to the SHARE IT Act landing page to assist users with finding content as they comply with its requirements.
Additionally, meta_redirect.html is not needed for share-it-act-lp. This is functionality inherited from 18F/guides needed for link redirection due their effort of compiling various guides into one website which resulted in multiple domain changes.

Result
Search box is now included as part of the top toolbar/ menu.
