[Core] Add support to zha for the Valve entity #49

The valve platform is in place: zigpy/zha#909 (ZHA 2.3.0) adds the base valve entity and home-assistant/core#183740 adds the Home Assistant side, released in 2026.10.
Since ZCL has no valve device type, individual devices will get a valve entity through quirks once direct entity creation from quirks lands (zigpy/zha#919, zigpy/zha-device-handlers#5410). Closing as completed.
