mppread: import resources and assignments from .mpp, with assignment progress and baselines #342

Description
.mpp import reads tasks only: no resources, no assignments (corpus/mpp/README.md, "Known decode gaps"). So the assignment progress fields #81 keeps from MSPDI (PercentWorkComplete, actuals, remaining work/cost, Stop/Resume, variances, assignment Baseline slots) cannot be read from .mpp: there is nothing to attach them to.
#181 reads task progress from .mpp and leaves this out (agreed plan v2, Out of scope). This needs the TBkndRsc / TBkndAssn tables decoded and validated against Project's own XML (for example corpus/mpp/snapshots/34-*..46-progress), then the assignment progress fields on top.

#445 (PR #507) now imports .mpp resources (identity, type, max units) and assignments (identity, units, work, dates) with baseline slots 0..10 Start/Finish/Work/Cost. Project stores no assignment-baseline BCWS/BCWP. What remains here: assignment progress/actuals, assignment-level earned value, rates, contours, delays, timephased data and the rest of the resource sheet.
