This adds a ProtoXEP proposal for call-scoped user location in Jingle sessions.
The proposal reuses the existing XEP-0080 User Location payload and defines a Jingle application namespace, urn:xmpp:jingle:apps:geoloc:0, for:
Motivation: location shared during an audio/video or Total Conversation call should be bound to the Jingle session when the user explicitly consents, instead of relying only on account-level PEP location publication.
