Update to harfbuzz head and remove option to disable dependency graph. - #253

Updates to the new dependency graph api.
Dependency graph API is now in mainline harfbuzz, so there's no longer a need to allow for the encoder to be built without dependency graph support.
MATH closure comes before GSUB now. Matches changes to harfbuzz in: harfbuzz/harfbuzz#6032
