I looked into extracting the dev tool improvements from #4031 into a separate PR, but I discovered that the changes there are actually quite different from what I was hoping for. My goal was to get as many icons on screen at once so that it would be easier to compare icon sets side by side; the changes in #4031 actually pad things out more and make it harder to get a "big picture" view. This PR implements the change I was hoping to see.
