dropping the legacy macro trio, manual pkg-config/prog lookups and
AM_PATH_PYTHON; switch to AC_CONFIG_HEADERS and LT_INIT.
and VINYLAPI_CFLAGS; rename vcc_if.{c,h} to vcc_geoip2_if.{c,h};
wire tests via AM_TESTS_ENVIRONMENT (VINYL_TEST_PATH/LIBRARY_PATH)
and the bare vinyltest compiler; vmod_vcs_version.txt in DISTCLEANFILES.
