Provide reusable, guarded ownership filters for collection-specific organisation migration.

• Add CanonicalFirstOwnership.
• Add MissingCanonicalOrganisation.
• Add the TenantField descriptor used by repository-specific ownership registries.
• Ensure legacy ownership can match only when the canonical field is absent.
• Add tests for canonical precedence and guarded fallback behaviour.
