bullseye is EOL, so bullseye-security's release file has expired and its packages are gone from the live mirrors, failing apt-get update with exit 100. Use archive.debian.org, which serves the final 11.11 set, and drop bullseye-security. Pin the container to a dated bullseye tag: debian:11 is rebuilt with security versions the archive no longer carries, which leaves libc6-dev unsatisfiable.
