Summary

• Enable the ESP32 vendor package at version 0.0.7 in the release workflow.
• After release CI passes, keep the generated English index on the versioned release and also overwrite package_tuya_open_index.json on the global release. Download and compare SHA-256 after the global upload.
• Leave package_tuya_open_index_cn.json untouched for manual upload.
• Use designated initialization for THREAD_CFG_T so ESP32 builds with -Werror=missing-field-initializers; psram_mode remains zero-initialized.

Release behavior

Publishing a versioned GitHub Release (for example, after merging this PR) triggers the workflow. A PR merge alone does not publish a package. Once release CI succeeds, the generated index is attached to that version's release and replaces the English index asset on the global release.

Verification

• Parsed workflow YAML and package config JSON.
• Checked shell syntax for the global upload and summary steps.
• Compiled a regression snippet using the updated initializer and -Werror=missing-field-initializers.
• git diff --check passed.
