Adopts build-doctrine D-037 (the rules for the mistakes an agent makes under pressure, with their checks) and D-038 (scores live with the repository they describe): the doctrine pin moves to the commit that carries both, and every sentence that said the program now names the thing it means.

Every sentence that said the program now names build-doctrine,
manifest-identity, the platform, or this repository, whichever it
meant; the word is retired in build-doctrine D-037.

The doctrine pin moves to the commit that carries the pressure rules
and the scores decision. Where this repository keeps a copy of the
standards, the copy is brought current and the doctrine job compares
it with the source; where it shows a score, the badge file now lives
here and the job compares a fresh one against it.
