control-plane now has a documentation site like build-doctrine's and manifest-identity's: generated from the root documents at build time, the README as the front page, then the phase plan, monitoring, recovery, pipelines, and the decisions, with the diagrams and the banner beside them, rendered in strict mode so a broken link fails the build. A test holds that every root document is a page and every anchor resolves. The hand-written page is removed, so the words have one home.

After this merges, the Pages source switches from the branch to the workflow, and the site answers at https://tltaylor1.github.io/control-plane/.

The page was one hand-written HTML file beside the README, two homes
for the same words. The site is now generated from the documents at
build time, the way build-doctrine's and manifest-identity's are: the
README as the front page, then the phase plan, monitoring, recovery,
pipelines, and the decisions, with the diagrams and the banner beside
them, rendered in strict mode so a broken link fails the build. A test
holds that every root document is a page and every anchor resolves.
The hand-written page is gone, and the figures check reads the README
alone.
