Reviewed by Codex. I audited the SDK 3.x to 4.0 read_only-default migration across the action registrations, inspected the dependency and generated-file changes, and checked current CI. No blocking code findings in this PR. This approval does not waive currently red checks; those should be rerun or triaged before merge.
