Adds an integrations.sh page alongside Context7 and Agent Skills in the Developer Tools tab of both the Atoms and Waves products, plus a card on the Developer Tools overview. The page describes the Smallest AI listing (Atoms, TTS, STT surfaces) and the machine-readable discovery API.

The Smallest AI listing itself ships in UsefulSoftwareCo/integrationsdotsh#45 (currently draft). Until that merges,
integrations.sh/smallest.ai404s and the discovery endpoint returns{"stored": false}— this PR should merge after it goes live, and the link-check report will flag those two URLs until then.
