v1.0.0-rc.1: supply chain — version pin + cargo-deny triage

- Cargo.toml: workspace.package.version 1.0.0 → 1.0.0-rc.1 (pre-release
  per SemVer; explicit prerelease pin required for internal workspace
  deps). samkhya-py pyproject.toml → 1.0.0rc1 (PEP 440 form).
- Cargo.lock refreshed for the new version.
- deny.toml: documented triage per the project's advisory-triage policy
  — 1 advisory ignore (RUSTSEC-2025-0003 fast-float via polars-arrow
  with unreachability argument + retire-condition), 2 license adds
  (CDLA-Permissive-2.0, BSL-1.0), 30+ duplicate-version skips covering
  DataFusion 46 / Iceberg 0.9 / DuckDB 1.x / pgrx 0.12 transitive trees.
  Every entry carries origin + retire-condition; no silent bypass.
- .gitignore: add **/node_modules/, **/fuzz/{target,corpus,artifacts}/
  so build artifacts and Node deps stay out of the tracked tree.
