fix(release): suppress mise output in gh JSON responses

Description

Sets MISE_QUIET=1 for release-script GitHub CLI calls so mise-backed wrappers don't mix setup output into gh pr list JSON. Uses argument-based execution throughout and gives an actionable error if stdout still contains invalid JSON.

Verification

Run bun test scripts/release-pr.test.ts. The fake gh wrapper emits setup output unless quiet mode is enabled; PR JSON should parse even when the parent environment sets MISE_QUIET=0. The same test checks that unexpected stdout gets the wrapper diagnostic and command failures preserve stderr.

Confirmed locally with the simulated wrapper. No release branches were pushed or releases created during verification.
