Description

Flips VITE_FEATURE_SYMBIOSIS_SWAP to true in the base .env, enabling the Symbiosis cross-chain swapper in production. Removes the now-redundant true override from .env.development.

The Symbiosis integration (#12749) and its partner fee / attribution / fee-gating follow-up (#12750) are both merged on develop, so this only turns on the complete integration.

Note: this does not add Symbiosis to the public-api ENABLED_SWAPPER_NAMES allowlist. API and widget exposure remain a separate decision.
