feat: add Safe Decoder service

We need to add the Safe Decoder service to the infra stack, as decoding will be removed from Transaction Service.

Hi, what's the status of this? Has the transaction service completely removed decoding in latest releases which essentially renders the current stack unworkable or is deployment without decoder service still possible?
