Stacked on the structured ownership-place branch submitted upstream as cyberwitchery#33. The diff of this PR contains only the second, data-only step.
It derives normalized place accesses one-for-one from ownership actions and emits concrete function summaries for parameter modes, result ownership, and result borrow relations. The tables are descriptive and are not consulted by acceptance or lowering.
Verification:
Generation-two compilation against the current reference Core still requires the compatibility groundwork in cyberwitchery#31; without it the upstream-main baseline fails on the existing Box.heap-alloc specialization mismatch.
