Currently the Windows CI workflow is broken, and the problem is unrelated to this PR. I will keep this PR in draft until the workflow is fixed and I can test. |

I confirmed that the workflows work. It's ready for review. |
Resolves the build issue in Template backend. Additionally, integrates Template backend into the workflow to ensure ongoing validation and prevent it from becoming stale or broken in the future. Fix: qualcomm#1201 Signed-off-by: Steven Ramirez Rosa <ramirezr@qti.qualcomm.com>
