Summary

This PR makes two changes:

1. README improvements: Added clearer documentation explaining the repository's purpose and documenting the AI Gatekeeper workflow.

2. Workflow fix: Added a checkout step to ai-gatekeeper.yaml to resolve the "fatal: not a git repository" error that was causing the gh CLI commands to fail silently. The action is pinned to SHA for security.

Notes

The workflow was previously failing silently because gh commands were running outside a git repository context, causing IS_DEVIN_PR to always be 0 and bypassing the human review enforcement.
