Serial port reconfiguration API

Add reconfigure_port, an API to reconfigure serial port settings without needing to open/close the serial port. All platforms are supported (with a workaround for web/Pyodide), though only Windows and RFC2217 explicitly support changing individual settings and with Linux doing so implicitly via the kernel.

This API fully replaces the property setters for baudrate, data_bits, stop_bits, etc. and these APIs have been formally deprecated.
