creates a management command to update geneds

Does this command have to accept a semester? I was envisioning that this command simply defaulted to the latest semester. I can't think of any use case where we would want to use gened data from an old semester instead of the latest data available for all courses.

Hitting umdio without a semester parameter pulls the data for the most recent semester that course was taken.

I guess the semester argument doesn't need to be required but I want to keep it optional in case we want to run the script for a different semester
