Adds a new organization (Lectrobox) and a project PID (0x71C4) for the
LectroTIC-4, a 4-channel open-source pulse timestamper.
The device is an STM32H523-based time-interval counter that streams
timestamps over USB CDC and accepts SCPI configuration commands on the
same endpoint.
