Summary

Updates PCL to the finalized Phoundry and Credible SDK dependency graph, pinning Phoundry PR #90’s merge revision and aligning CI and release builds on nightly-2026-07-28.

This prevents locked builds from drifting to a moving branch and ensures the release job uses a compiler new enough for the updated dependencies.

PCL's locked CI and release builds must use the finalized Phoundry graph with a toolchain new enough for its Rust version requirements.
