No damage check behind the trigger, so a release using it shows the raw cost of a sensitivity level and the same contract behind the composite shows what the suppression buys. It blocks benign traffic by design: the invalidation count is the level's false-positive budget. Inherits the ladder guard, so a level off the ladder is refused at deploy instead of shipping permanently inert.
