4.4.1-3 MSYS2 UCRT64 build of mingw32-make because newer versions need a whole bunch of additional DLLs.
MacOS 14 runner is deprecated and will soon be removed. Also switch the Windows builds from MINWG64 to UCRT64 because MSYS2 has deprecated the old MINGW64 toolchain. These workflow changes probably won't work right away! ;-)
