Migrate agents and overlays from spec.role.instructions to spec.context.role and spec.description. Runtime injects context at bootstrap, applies MAS per-agent overlays, and honors tools_remove when loading manifest tools. Signed-off-by: Jordan Augé <augjorda@cisco.com>
