Summary: adds vcpkg manifest and updates the project to c++23
breaking change - cmake settings need updating, but I only needed the project to build on windows so if anyone bothers to finish it, I'm leaving the option "edit by maintainers" on.
visual studio may randomly fail at linking, in such case just keep retrying until it works, I'm not entirely sure what causes this
