Adds a single regression file, test/credits/credit_then_invoice_refund_test.go, for purchased custom-currency credits stranded when a mutable credit_then_invoice run is removed with zero fiat overage.
Synthetic example: purchase 10 TOKENS at USD 1 each, allocate 5 TOKENS to a collecting invoice, then remove the mutable charge with refund-as-credits. The available balance should return from 5 to 10 and the provisional accrual should return to zero. Instead, 5 TOKENS remain consumed; usage-based realization history is not voided.
The tests cover:
System cancellation of usage-based and flat-fee charges.
Supported public invoice-line and whole-invoice deletion for a single realization.
A system shrink removing a fourth mutable invoice after three paid partial invoices, preserving all earlier paid history.
Partial-credit controls, atomic rejection of unsupported progressive invoice deletion, preservation of an unrelated invoice line, and balance preservation on repeated cancellation.
Notes for reviewer
This is a test-only draft with intentionally failing refund assertions. It contains no production fix or unrelated audit cases.
The first broken boundary is the ShouldOmitInvoiceLine guard in cancelRealizationRun / cancelCurrentRealization: zero fiat overage suppresses credit correction even while the run is mutable. The related invoice-line deletion cleanup also needs review.
Public deletion cases use the production billing services. System cancellation and shrink cases apply the production patch at the charge-service boundary; they do not execute full subscription reconciliation. The affected run is still collecting and unissued, so these cases do not require credit notes.

Summary by CodeRabbit
Bug Fixes
Credit allocations are now restored when eligible mutable usage-based or flat-fee charges are canceled, including cases where no invoice line was created.
Deleting eligible invoice lines or invoices now restores the associated credits.
Public deletion of a collecting run is prevented when it would affect paid billing history; system-driven removal can still restore its allocation without changing prior paid runs.
Confidence Score: 4/5
Do not merge until completed zero-fiat runs keep their consumed credits when deletion requests no adjustment, and the existing assertion requirement is satisfied.
### Issue 1
openmeter/billing/charges/usagebased/service/creditheninvoice.go:449
The new credit check also refunds completed zero-fiat runs. These runs finish without `InvoiceIssued`, so `Immutable` stays false after collection ends. A later `DeleteCustomerCharge` with `PaymentAdjustmentNone` reaches this guard and now reverses their consumed credits and marks their history deleted. Customers get back credits already spent on delivered usage, despite the caller requesting no adjustment.
The flat-fee guard has the same problem. Distinguish completed zero-fiat history from still-collecting allocations, and add a completed-run deletion control.
### Issue 2
test/credits/credit_then_invoice_refund_test.go:undefined-136
These decimal checks use `s.Equal`, but `AGENTS.md` requires `require.Equal` for comparisons through `InexactFloat64()` when precision permits. These small integer amounts meet that condition. A wrong starting amount currently lets later refund steps run, making failures harder to diagnose.
Use `s.Require().Equal` here and for the same checks elsewhere in this file, including lines 145 and 295. This repository requirement must be satisfied before merging.

Summary
The PR restores credits when fully funded collecting runs are removed and adds refund regression tests.
Charge cancellation returns credits still held by mutable runs.

Walkthrough
Mutable charge cancellation now corrects runs that contain allocated credits. New regression tests cover credit restoration during charge cancellation and invoice deletion, including progressive-billing cases.
Changes: Credit restoration

Summary
Mutable run correction openmeter/billing/charges/flatfee/service/creditheninvoice.go, openmeter/billing/charges/usagebased/service/creditheninvoice.go
Both cancellation paths now correct a mutable run when it has allocated credits, even if fiat overage would otherwise omit an invoice line.
Cancellation and invoice deletion tests test/credits/credit_then_invoice_refund_test.go
Tests cover usage and flat-fee cancellation, and line and whole-invoice deletion with partial and full credit coverage.
Tests verify that public deletion rejects changes to a progressively billed run, while system shrink removes the mutable run and restores its credits without changing prior paid history.
This change makes cancelling or deleting a mutable credit-then-invoice run refund held credits, even when no fiat overage remains. Regression tests cover the main paths. The only remaining issue is that the test comments are out of date; they do not affect behavior or block merging.

Tests continue after wrong amounts
These decimal checks use s.Equal, but AGENTS.md requires require.Equal for comparisons through InexactFloat64() when precision permits. These small integer amounts meet that condition. A wrong starting amount currently lets later refund steps run, making failures harder to diagnose.
Use s.Require().Equal here and for the same checks elsewhere in this file, including lines 145 and 295. This repository requirement must be satisfied before merging.

Update the comments that still describe the bug as present.
This PR fixes the guard, but the test comments still describe the old code:
Lines 32-34 say cancelRealizationRun "currently uses ShouldOmitInvoiceLine to decide whether to correct credit allocations."
Lines 46-51 call cancelRealizationRun / cancelCurrentRealization "the boundary to fix."
Lines 342-344 say cancelRealizationRun "currently skips correction when ShouldOmitInvoiceLine is true."
After this PR, both cancellation functions correct the run when CreditsAllocated / CreditRealizations is non-zero (usage-based line 448, flat-fee line 314). The next reader will expect code that no longer exists.
The comments also tell readers to "also review" the zero-overage guards in reconcileDeletedStandardLines and validateDeletedStandardLines. This PR does not change those guards. Either confirm that they are fine now and say why, or reword the note as an explicit follow-up.
I'd rewrite these blocks as regression notes. Describe the invariant: a mutable run with allocated credits is corrected on cancellation, whatever the fiat overage. Don't present them as bug reports.

…runs
Canceling a mutable credit_then_invoice run skipped correction whenever the
converted fiat overage was zero, so custom-currency credit fully covering the
usage or flat fee stayed in the accrued account after cancellation, invoice
deletion, or shrink. Also correct when the run still holds credit allocations.
…deletion
Run the flat-fee cancellation reproducer for partial and full credit coverage,
and add public invoice-line and whole-invoice deletion cases that must release
the credit a mutable flat-fee run holds even when its fiat overage is zero.
…ract
The cancellation doc comments and refund test headers still narrated the
skipped-correction bug in present tense. Reword them as the invariant: a
mutable run holding credit is corrected on cancellation whatever its fiat
overage, and name the system line-deletion guards as a separate open question.

Completed usage gets refunded
The new credit check also refunds completed zero-fiat runs. These runs finish without InvoiceIssued, so Immutable stays false after collection ends. A later DeleteCustomerCharge with PaymentAdjustmentNone reaches this guard and now reverses their consumed credits and marks their history deleted. Customers get back credits already spent on delivered usage, despite the caller requesting no adjustment.
The flat-fee guard has the same problem. Distinguish completed zero-fiat history from still-collecting allocations, and add a completed-run deletion control.
