Run podman's local integration tests (test/e2e) using runc as the OCI runtime, similar to what crun does in its CI. Podman is built from source (v5.8.8), while its runtime dependencies (conmon, netavark, containers-common etc.) come from Ubuntu packages. CRIU is installed to enable podman checkpoint/restore tests. Run podman's local integration tests (test/e2e) using runc as the OCI

The tests are run directly on the GHA runner (no container), with
OCI_RUNTIME=runcand systemd cgroup manager.Some tests are skipped as they are either flaky, do not test the
runtime, or do not work in GitHub Actions environment (see
tests/podman/run-tests.sh).A test run on my fork: 1569 passed, 0 failed, 887 skipped (mostly
by the tests themselves); the job takes about 10 minutes.
