P1 Badge Regenerate the lockfile for the Next.js bump

Both manifests now require Next.js 16.3.8, but pnpm-lock.yaml still records the 16.3.6 specifier and resolution for these workspace importers. Consequently, the repository's pnpm install --frozen-lockfile --ignore-scripts step in .github/workflows/repo-skills.yml fails before tests run; pnpm explicitly rejects an out-of-sync manifest under --frozen-lockfile (pnpm install documentation). Regenerate and commit pnpm-lock.yaml alongside both manifest changes.
