Problem

The tree had been drifting from rustfmt (14 diffs at c4a9e30), so make check-rust fails on formatting alone and every code change has to dodge unrelated reformatting in its diff.

Fix

Run cargo fmt once, on its own. Every PR below this one in the stack was deliberately kept at the pre-existing baseline so its diff stays about its own change; from here up the tree is clean.

Pure formatting — no logic, no renames, no reordering beyond import sorting.
