Move it from about page so it can be reused by other static pages.
This commit also includes some layout changes, now it uses a two column layout.

@ajparsons I added an image at the top after talking with Myf and Alice, they like the idea of adding the image to the page to make us look more approachable. |

Yep, same comment as other one that I the 'about' before mySociety doesn't quite worked and could be dropped.
