fix(queue): treat informational human updates as readable correspondence - #2586
Explicit informational updates to registered people remain readable without becoming claim work. The unclaimed-obligation loop now checks quiet custody before skipping registered updates, keeping orphaned quiet-held updates reportable in that loop. An existing orphan finding also stays open when a larger reporting window excludes its source; absence from that query does not establish resolution.
When a person's registration returns while a notice is still unposted or failed, the existing sweep recovery shows the current delivery reason. Its owner, state, identity, original evidence and history are retained. Authored recovery text is preserved. Current-episode posted receipts still end delivery recovery.
How you verified it
The test-only revision 15a2a64 passed all 220 focused tests across the sweep, resolution and quiet-custody files. The added assertions bind the first restored recovery to its original ID, owner and state, include pending sweep custody, and require the actual current-posted closing note. Production code is unchanged from b499d89. Build and lint passed at b499. A final build at 15a2 also passed; lint was not repeated for the test-only child. The regression tests had exposed four intended delivery failures and two intended quiet failures before the corresponding corrections.
The single full npm test at b499 exited 1. Repository checks: 333 passed, one skipped. Daemon: 24,836 passed, 21 failed, 57 skipped and five todo; five setup failures blocked 14 cases within those skips. CLI: 6,238 passed, two failed, seven skipped. TUI: all 1,202 passed. All 15 selected queue and recovery files passed 480 cases within that full run, including the 219 focused cases.
Every failed case, failed setup and blocked-case identity matched the saved unchanged 143bac7 baseline: 23 failed cases, five setups and 14 blocked cases, with no additional or missing identities. Full multiline CLI titles also matched. Both full runs remain red; matching identities do not prove a shared cause or waive failures.
An earlier full run at bf75bd3 failed the runner case-1 timestamp comparison. Five serial case-1 checks there and five on untouched bd39da9 passed; that earlier occurrence remains disclosed. The b499 full run passed that runner test. No diagnostic was repeated at the combined head.
Anything you were unsure about
The separate UI result belongs to f747481ac: 1,805 passed and one skipped. UI tests were not rerun for this correction. Tests use the real isolated repository, SQLite, quiet jobs, registry seam and a recording connector. Installed-package, native delivery, provider and macOS checks were not run. The scenario fixture does not yet supply the human-intent and registration-transition phases needed for this path.

Bug Fixes
Informational updates addressed to registered people are now shown as correspondence rather than work requiring someone to claim them, including before they are posted.
Delivery failures and missing delivery outcomes for human notices continue to be surfaced for follow-up, while successful delivery no longer creates unnecessary recovery work.
Quiet-hours holds remain pending and unclaimed until their scheduled release, including when a release job is missing.

Exercise the real stuck sweep and isolated queue/registry for an aged update to a registered Feed reader. Preserve pending correspondence and controls for decisions, omitted intent, agent work, rerouted update intent, a removed registry entry and failed notice delivery. Keep the existing posted-ask tests unchanged. Production remains upstream and the informational case is expected to fail before its separate correction.

QueueRepository identifies pending informational updates addressed to registered humans. Waiting views represent them as correspondence without a claim and provide different backstop text for posted and unposted updates. Tests cover registry resolution, waiting-view behavior, and quiet-hours holds.
The stuck sweep skips registered-human updates when no quiet-hours hold exists. It can close unclaimed findings when registration returns, and it handles failed delivery and recovery custody separately. Tests also verify that human requests and agent obligations remain eligible for findings.
mvschwarz/openrig#514 — The changes address noisy unclaimed-obligation findings for informational updates; decision asks remain eligible for findings.

Preserve delivery recovery when registration returns
If registration returns while an update has an open unclaimed finding and an undelivered notice, the sweep reuses the old finding. Its tag stays live, so the sweep does not close it or create a human-notice recovery. The finding still describes unclaimed work instead of the delivery failure. Handle this transition without letting the obsolete finding suppress delivery recovery, while preserving shared recovery custody.

Thanks again, @Aummadour. As you describe it, an informational update to a registered person now stays readable and pending without creating work to claim, and if registration recovers after an unclaimed finding was created, the sweep closes that obsolete claim recovery with an informational reason while keeping the original message. It covers the informational-update part of #514, and the rest of that issue stays open, as you say. In your words, it was rebased onto bd39da9, build and lint passed, and the 15 affected files passed all 469 tests. At the earlier revision the full npm test exited 1, and you report that every failure matched the unchanged base run, with both full runs still red. It's with us for review.
Keep delivery episodes, shared custody and source correspondence observable across registration outages, stale receipts and current posted receipts.

Thanks again, @Aummadour. We reviewed this at df8a5119, and the shape is right: one predicate built from the existing human_intent and the registered-person resolver, beside the repository's other person predicates; a registry failure reads false, so the sweep behaves as it does today; and the tests show what an orchestrator sees (no finding, the waiting view's wording, and a recovery closing once registration returns).
One fix, traced in the source rather than run:
Quiet hours hold an update too; your healthy-hold case at quiet-hold-custody.test.ts:111 holds one. A held update has no delivery ledger (ledgerOf returns null for a quiet episode, queue-repository.ts:4841), so findUndelivered never reports it, and for a hold whose release job is gone, the unclaimed loop in queue-stuck-sweep.ts is the only thing that finds it (around lines 733-752).
The new isRegisteredHumanUpdate skip at line 729 runs before that quiet check, and the new resolution reason at line 428 would close an existing finding for an orphaned hold. So if a quiet window's release job stops, the update never posts and nothing reports it; on main that case is found.
The ask:
in the unclaimed loop, skip a registered-person update only when it isn't an orphaned quiet hold (for example, move the skip below the quiet check);
in deliveryResolutionEvidence, don't return the new reason while its hold is orphaned;
extend the case at quiet-hold-custody.test.ts:154 to it.each(["decision", "update"]), as line 111 already is.
Exclude the source with a larger reporting window so live candidate tags cannot mask an unsupported informational closure.
Co-Authored-By: Codex gpt-6.1-sol
Check the original recovery on the first restored-registration sweep, include pending sweep custody, and require the actual current-posted closing note.
Co-Authored-By: Codex gpt-6.1-sol
Thanks, the unclaimed sweep now checks quiet custody before the registered-update exemption, so orphaned update holds follow that path as decisions do. An existing finding for that hold cannot close merely because a larger reporting window excludes its source.
The update also refreshes sweep-owned recovery text when registration returns but a notice is still owed, retaining ownership, history and original evidence. One observed fixture edge remains: recovery created while an external person is unregistered keeps that person as owner when registration returns, without a new alert. We can take that as a separate follow-up if useful.
At 15a2a64, all 220 focused tests pass, including the strengthened custody and current-posted closure assertions. Production is unchanged from b499d89, where build and lint passed and the full run exited 1 with the same 23 failed cases, five failed setups and 14 blocked cases as the saved baseline, with no additional identities. A final build at 15a2 also passed; full tests and lint were not repeated for this test-only child. The earlier runner timestamp failure remains recorded; the runner test passed in the b499 full run. These are local fixture results; native delivery was not exercised.

Approved at 15a2a64. An informational update to a currently registered person now waits to be read, not as an unclaimed obligation: no claim backstop, no stuck-sweep finding, and an obsolete claim recovery closes once registration returns. An update held for quiet hours whose release job is gone is still reported. Required CI passes at this head. Thanks, @Aummadour.
Thanks again, @Aummadour. This is merged into main now as 430b676. An informational update sent to a registered person now just waits to be read, and no longer sets off stuck-sweep findings or claim reminders as unclaimed work. Thanks also for round 2: as you wrote, "the unclaimed sweep now checks quiet custody before the registered-update exemption, so orphaned update holds follow that path as decisions do." You report all 220 focused tests passing at 15a2a6451, and the full run at b499d89e6 exiting 1 with the same 23 failed cases, five failed setups and 14 blocked cases as your saved baseline; as you say, "these are local fixture results; native delivery was not exercised." You also noted one fixture edge you saw: recovery created while an external person is unregistered keeps that person as owner when registration returns, without a new alert. It covers the informational-update part of #514, and the rest of that issue stays open. It's not yet in a release.
@Aummadour, on the edge you offered to take separately: yes, a focused follow-up pull request for it is welcome. That's the case you described, where "recovery created while an external person is unregistered keeps that person as owner when registration returns, without a new alert."
Thanks for welcoming the follow-up. We checked the restored-person case against the real destination-admission path: it rejects the unregistered recipient, so the pending person-owned recovery we described came from the permissive test fixture rather than that production path. No follow-up PR is needed for that case.
Thanks, @Aummadour, for checking and closing the loop. As you found, the real destination-admission path rejects the unregistered recipient, so the pending person-owned recovery you described came from the permissive test fixture, and as you say, "No follow-up PR is needed for that case."
