Restore robust consumers after the broker sends basic.cancel while the connection and channel remain open. A single recovery loop per connection retries queue declaration and bindings on a temporary channel before registering cancelled consumers on the original channel.
Normal queues are recreated when missing; passive queues wait until they exist again. Explicit cancellation, deletion through the owning channel, and channel or connection closure stop recovery.
Fixes #722
