[gtk/libadwaita] Update to 4.21.4 and 1.8.3

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version.
• Any fixed CI baseline entries are removed from that file.
• Any patches that are no longer applied are deleted from the port's directory.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Only one version is added to each modified port's versions file.

However, given that the librsvg2 dependency was dropped in main recently, perhaps the shortest putt solution is to grab that single commit for librsvg until gtk builds on windows dll CI and update gtk to 4.22 asap when it comes out.

only remaining issue seems to be that the gtk-introspection jobs on dynamic library windows builds can't find the libraries for DirectX-Headers and DirectX-GUIDs.
