Steps to Reproduce

1. Create a new python application
2. Right click in SE, Add new item, Python module, module1.py
3. Enter some code in the new file:
   MSG = 'hello'
4. In PythonApplication.py:
   import module1
5. Check for completions:
   module1.MSG
6. Observes

Expected behavior
It should import successfully without any error.
