This pull request is to alert for container restarts in the DROITS environment.
So far this is sending alerting emails, but is not triggering PagerDuty (even though the request to trigger it is expected, I think this is something on PagerDuty's side).
You will need to be subscribed to the SNS topic.
This will alert when the new container is restarted, not when the container goes down.
