fix(deps): align tauri npm packages with rust crates - #25

The lockfile refresh moved tauri to 2.12, tauri-plugin-process to 2.4 and tauri-plugin-updater to 2.14, so tauri build refused to run with the older @tauri-apps packages and the 2.17.1 release has no binaries. Bump @tauri-apps/api, plugin-process, plugin-updater and cli to match.

Follow-up to #24. The
cargo updatethere moved the Rust crates totauri2.12.4,tauri-plugin-process2.4.0 andtauri-plugin-updater2.14.0.tauri buildrefuses to run when the NPM packages are on a different major/minor, so every Release build job failed and v2.17.1 was published with no assets (run 39454826960). The updater endpoint (releases/latest/download/latest.json) is broken until a new release ships.Changes
