All 45 files in TODO.complete/ claimed COMPLETED. 28 of them were wrong.

Phase 19 claimed done while lib/dcc/extract/formula.rb did not exist, and
lib/dcc/extract.rb:7 still autoloaded it, so referencing Dcc::Extract::Formula
raised LoadError. Phase 33 claimed a streaming reader nobody had written.

Corrects them to 17 COMPLETED, 25 PARTIAL, 3 PENDING, each wrong one carrying a
## Gaps section with file-and-line evidence. Adds PARTIAL to the legend.

Docs only, no code touched.

Known and accepted:

• Statuses describe main only, audited against 9fbbb4a. The README says so and
  points at the open PRs for work in flight. Six phases here have open PRs and will
  need their status bumped when those land.
• PARTIAL is a fourth status. IN PROGRESS means active work, PARTIAL means
  merged and incomplete. Different states.
• No per-phase "in flight" notes. They rot the day a PR merges.
• Two live bugs are now documented but unfixed. AdministrativeDataCompleteness is
  written and wired into nothing, and formatter.rb never requires bigdecimal.
