[codex] Reset OMAR runtime state on Q quit

Summary

• Makes Q use a reset-quit path while keeping the existing terse confirmation copy.
• Ignores Ctrl+C in the dashboard normal key handler so users follow the supported z / Q commands.
• Archives EA action logs and manager notes before clearing persisted runtime state.
• Clears EA registry/counter/active EA, scheduled events, EA state, and MCP state on Q+y.
• Preserves config, Slack outbox, panic logs, and archived logs/notes.
