Doc layout changes

Changes the layout of the documentation pages, with the aim of improving user experience. Along with some extra functionality. docusaurus and tensorflow's documentation were used (among others) as inspiration/reference point.

I've opted to make seperate PR's for the breakout utility.

layout Changes made

• removed the old inner cap so the layout can now span the whole window
• Moved sidebar to sit flush on the left side of the page
  • also added a subtle border to it.
  • Nav and fooder now span the same width as the docs layout (unaffected for non doc pages)
• Moved the TOC to sit next to the content, and centered both it and the content together
• TOC now appears from 1080 px so it's still viewable from vertical monitor
• TOC is now also toggle-able
• Added a cap to line length in line with conventions.

functionality

• When there's not enough horizontal space to show the sidebar, the button to expand the overlay for it now tracks among the page
• TOC text now wraps if titles dont fit on the page
• TOC now has imrpoved current section highlighting, beforehand the first and last 2 sections would not be highlighted if the sections were too short
• Highlighting should also work on safari now (untested)
